If they're double pane, water has gotten between the panes. Get a window replacement company to come out and confirm. Submit a homeowner's claim because it's related to hurricane damage.

When I get a film on my windows, I rinse them first , then make a watery paste with cornstarch and water, and apply in a circular motion with a cloth. Let dry then buff with a clean cloth. It makes the windows crystal clear and shiny. Avoid doing this in the sun.
If you have many windows and more than 1 storey, I like Windex Outdoors (green bottle) I rinse them with the hose, then apply the Windex with the hose hooked up to the bottle, rinse...It doesn't need to be dried or squeegeed.
