Polyurethane, thin coat. After it dries then add several coats, dry between them, use it to fill in the spaces, like pour it on and spread it around
You could try to see someone at Hobby Lobby or other craft store or go to a coins and stamp store for glue....probably could use Super Glue, but that might be too strong for Copper.

You can use E6000 glue and then you could also coat the piece with polyurethane to seal it and protect it afterwards.
I would use a two part epoxy for attaching the pennies, they hold extremely well for this kind of project. Sand the table top first and clean the dust off. I'm not sure what to put on top.
We used clear caulk to put them down and sealed with thos from home depot usinga torch.
I would use gorilla glue, then lacquer over top

My grandfather did a similar thing with euros, he use polyurethane over the coins. this also makes them shiney
This look like a great idea you could even mix some foreign coins in for a diffrent look.
Clear Resin would probably work best.

What a neat idea! I'd use either gorilla glue or E6000. Coat the top with poly -eurothane. Very creative ☺
