Your pots may be either too large or too small. My plumeria bloomed this summer amazingly well after I transplanted them to new pots last year. I live in Indiana so I bring them inside before the first freeze, set them in my bathroom where they get the moisture all winter from showers. They will lose every leaf, but as soon as they go outside in early May they leaf up again immediTely. They do not bloom every year in my area anyway!
