Use a dryer sheet on your headlights. But do not use RainX unless your auto manufacturer recommends it.
WD 40 or plain white toothpaste
Start with Goo Gone, then straight vinegar, to get them clean.
I used Cologate White with peroxide and whiteing TOOTHPASTE, rub on headlight and you can use a toothbrush in circular motion or just a rag, rinse with warm water and see the difference between the one you cleaned and the one that needs to be cleaned.
