not maggots ( are fly larvae (-- probably are white grubs from a variety of moths, beetles, etc. You'll need to determine what the resulting insect will be prior to treatment as many are species specific --- I'd use https://ask.extension.org and they can tell you, based on where you are, what would be the most likely culprit
I seriously doubt they are maggots, If you have an Agriculture Extension Service near, take some in to be identified, and go from their advice.
