You can get metal hangers for plants to hang on a deck,either for 2 x4 size or smaller metal rails. Hang them on the outside of the rail for more room.
I'd make long boxes out of treated 1x6 lumber and fit them to the top of the rail like saddle bags, one on each side of the rail.
Hang boxes on "S" hooks over railing. RubberMaid makes a "split" box that has a ridge in the center that straddles a railing (usually a 2x4) with planter on both sides of rail. Use Over the door hangers from the Dollar store (May not be too strong - double check)
They sell them! I enclose some pics for you to see. The least expensive one was $12.99 at Walmart. They straddle the rail on your porch. If you are handy you can mimic the basic concept using wood. r, you can build or buy simple planting boxes and use metal hardware to attach them to your rail.
