There’s no special time to cut the dried flowers off the hydranga, just snip them off whenever you wish
Why cut them off? Let them grow and fall off naturally otherwise if you cut them off it will be a few years before they come back. Hydrangeas are very sensitive to pruning.
Now.
there is no rule that the flowers have to be pruned off. Leave them on for winter interest or cut them for decorations
As soon as they're ready :)
