Leaves were blown off by hurricane- some new leaves have grown but 90 % is still bare-7 weeks after storm.

Generally, My Mother-in-law taught me to wait at least a year to see what will happen. That advice saved me losing a few treasured plants/trees.

Did you plant lose many branches or only leaves? Eileen's recommendation of taking a wait and see approach is what I would recommend. The fact that you have had some new growth is promising. Your tree underwent severe stress, so it will most probably take much longer than 7 weeks to come back. Continue to provide it with extra loving care (feed, water, protection from the elements, etc.) in the meantime.
