How old is the dog?
Is this at certain times like storms etc or are you just talking about behavior?
Why is the dog nervous? Need to find that out first. If you are a nervous person - your dog will be too - they "feed" off of our energy. Figure out what is scaring the dog then go from there. Cuddle them and coo at them as you would for a baby or very small child. If it persists, a vet trip is in order.
He might need to go to an obiedients school, to rid him of this behavior.
