According to Jackie Clay from Backwoods Home Magazine... she recommends putting down a 6-12 inch layer of "rotted" manure and letting it sit all winter... then tilling it in before planting next year.

You can leave it for foraging winter birds and wildlife & till it over in the spring with compost, or till it over now and till it over again in spring with compost.
I have never had a raised garden, but each year I put in (for the size of your garden) a bag of manure and a bag of good potting soil (big bag) and I had great veggie garden. I also use Miracle grow extended release fertilizer as directed. You could use the water soluble one easily, but don't foliar feed if it is for vegetables, only flowers. Till the area or hoe it in good, so that all parts get some of the soil and manure and your garden should be good to go for some great plantings for the season. You could do it now, but I would wait until spring so none of the nutrients are used up over the winter when nothing is really using it.
