Modge Podge
Try activating the glue with a hair dryer and see if it will stick to the wall again, it may be too dry to stick again. The modge podge should work, just use a really thing layer. Almost any thin glue should work.

Smooth w/ wallpaper brush then use brayer to securely attac.h. Other tip was to suck sir bubbles from behind paper and snooth down. If use paste in syring, wash thoughly with warm water until water flows smoothly to end.i

You can buy wallpaper seam repair glue. It comes in a tube and can be found at Walmart or on Amazon.
It depends on how large an area is lifted. If the area is small, especially on an edge or corner, Elmer's glue and a kids water color brush will take care of the problem. A larger or interior area , you will need to use a single edge razor blade to make a slit and "float" the glue under the paper. Alternatively, if you have access to a syringe, squirt glu under the lifted paper. To smoothe out the glue, use a split open zip loc bag between your hand and the paper. Wipe off any excess with a barely damp cloth or sponge..don't use a paper towel, etc. because the two papers seem t love each other no matter what you do!
By painting over the lifted paper you'll just make the problem worse...in that case, see if the landlord will let you strip the paper and then paint. In any case, ask before you paint.
Never use Elmers glue. If you ever try to remove the paper it will ruin the wall, Use the repair Glue or wallpaper paste.
Get what is called wallpaper border glue apply to the areas that have lifted and smooth it back down. Give it 24 hours to dry before you steam the room up with your shower.
