If you can find some old lumber you could paint it whatever color you want then hand with the L shape brackets - even using pallets and breaking them down for the wood would work

you can use old doors.. they make excellent shelfs for your garage.
Many places give away free pallets. They are rough but they are hardwood and make great shelving. You might try looking for them?

Contact companies in your area that do Estate Sales. On the last day of the sale most of them sell all the shelving at very low prices.
Another good idea is to have a large pegboard wall. You can not only hang many items on pegboard hooks, but you can place brackets in some of the holes to create shelves wherever you want on that wall. The link below provides information on how to build a simple pegboard shelf:
