Wooden drawers would be good but you can find plastic bins that are made especially for under the bed....I believe some are even on wheels. I do not have any but have heard other people have them.
One easy way is to take old dresser drawers, add wheels to the bottom, and simply slide them under your bed. You can use a piece of fabric over the top to keep dust out if desired.

Measure the distance, from frame to floor, then go to store, maybe a dollar store, where a good selection of drawers are at, (like rubbermaid that have the lids to them) and lay one drawer, of one size on the bottom, and then build up from there. Keep going, till the right height is made, and this should help you. Be sure to label each drawer, so you know what is inside of the box. Getting ONLY CLEAR boxes, may be a great benefit, then you can see what is in each box, vs pulling one out, at a time. You may want to lay the summer clothes on the bottom, and build up the seasons, then when spring comes, turn the boxes around, and make labels for the other seasons, and put them under the bed that way. I sure hope this can help you. Have a lovely day, J., or you can roll the item up, vs laying them down, to take up less space. Do let me know how you are coming out with this, ok?
I have a bedskirt on my bed and bought large cookie sheets and place my items on the cookie sheets and can pull them out with my toes! If you have wood floors, glue felt to the bottom of the cookie sheets so they do not scratch your floors.
You could hit some yard sales or thrift stores and buy old dressers. Use the drawers and add wheels(casters) they come in all sizes
some of the bottoms of the drawers aren’t very thick...you may have to reinforce them to put the wheels on.
I have the bins mentioned. Just make sure they will fit under your bed and you have enough room to pull them out. One I have can only be used under my queen bed due to its length. They keep the dust out and are handy for use. If you want to make your own, there are many plastic bins that will easily slide under a bed even without wheels. My daughter still uses drawers that I bought for her during her college days that sit under the bed. Again, height is the only issue. If you have some wood, you could also make shallow (depending on the clearance of the bed frame) boxes and add wheels like these: https://smile.amazon.com/Swivel-Caster-Wheels-Rubber-Bearing/dp/B00FDSLIOG/ref=sr_1_4?ie=UTF8&qid=1511734271&sr=8-4&keywords=wheels+for+furniture
You can raise the height of the bed with these:

I use under the bed boxes. The ones with the wheels are a little taller, so I had to raise my bed, but now I can fit two on top of each other and three side by side if I put them in the long way. For seasonal clothes I get the bags that you take the air out with the vacuum and store them behind the under bed boxes or on shelves anywhere, even in the garage since they are moisture proof and fit well on the shelves. In the closet I put them on a high shelf I can't reach without a step stool or ladder.
Measure the height from floor to bed, and do an internet search for under the bed storage. I have some inexpensive plastic bins I purchased at a big box store (summer is an especially good time, when kids are buying supplies for dorm rooms) that have lasted for years. Try Container Store, Bed Bath & Beyond, Target, Ikea, etc.
