I'd say a door hung shoe holder made of fabriC. Make your own so the pockets will fit your shoes.

It really depends on how many shoes you HAVE and what kind they are... heels need a different storage than tennis shoes or boots...
I have these (2 stacked) Closet Maid units in one end of my closet and if you take some of the bins out... they are great for shoes aw well as folded stuff like jeans or sweaters, etc.. there was just enough room at one end for 2 of the hanging shoe organizers too (the rod goes between the unit and the wall)

I built one of those wall strips for my heels, but they kept falling off and you need a wall. For a small space, I put mine in plastic stacking baskets that I can sort according to color or style.
If you have room at the bottom of your closet, get two spring tension rods. Install one near the back of the closet and one nearer the front lower than the one in the back. To get the right distance, hang a shoe on the back rod then see where the shoe falls when lifted up. Put the front rod there and rest your shoes on it. These can really be put anywhere in your closet that has 2 walls where a tension rod will fit. If you have room at the top, you can even put one there. Wishing you the best.
