You should be able to paint them. You may need to paint a layer of Kilz first or purchase a good-quality one-coat paint to prevent bleed-through of the stains.
Get out your paint roller and paint over it all. Might need some stain blocker first.

I had the same issue in an apartment I rented years ago. We painted them white.
don't think they are styrofoam, but rather old acoustic tiles. Using a primer first to cover any staining, they can then be painted.
We put up lattice over an open messy ceiling in our basement in our last home.
Use KILZ paint in light, bright color. It will cover the water stains that might bleed through other paints.
Since you're a renter, a shade of white would probably be your best choice.

Don't use spray paint primer on them, it will eat the Styrofoam:
