Without knowing if the yarn is colorfast or not you would be taking a big gamble by trying to remove the stains.. Mildew would be pretty obvious, but if you are unsure maybe you could take it to a cleaners and ask them? If the piece is framed but not covered with glass it will attract dust and dirt. You could try brushing it off with a very soft, clean brush.
No, I don't think so, but you could try running a hairdryer around the gap between frame and backing board......
I would soak it in Woolite and see if the stains lift. Then CAREFULLY roll the piece inside a thick towel, DO NOT WRING IT OUT - this may damage the crewel work. If this doesn't work, take it to a dry cleaner.

crewel work is with wool fibers. have it dry cleaned.
Dfm is right that usually crewel yarn is wool-based, especially if it was original from the 70's. If you want to take the risk that it might not be colour-fast, and the fibres might shrink, then go ahead and try to wash it yourself.
But If you are really wanting to try to save it for example, sentimental reasons, then it will be worth what it will cost to have it professionally cleaned, re-blocked, re-stretched, and reframed.
