Hi Gloria. You could mount blinds on the inside of the window frame. Most home improvement stores sell ones that then can cut to size for you.
Sounds exactly what I have. I do double rods with sheers underneath and curtains or drapes on the outside. This is my living room which faces west and in the summer it is extremely hot.
