You can buy the hardware at home improvement or Walmart stores. Hardware to hang them comes with new curtain rods also.
Somewhat depends on the style of molding since some styles accommodate the brackets better than others. I have found that there are no rules and the 3 x 3 your brother suggested is as good as any.
From my perspective, if you can run the screws into wooden structure and still like the way the curtain looks, that is the way to go. Don't know if anyone has luck with drywall anchors but I do not. They are a last resort and I nearly always end up with them spinning in the hole. Then I have to use toggle bolts, which cannot be removed and reinstalled. When someone invents a good drywall anchor I'll change my mind.
It depends what you want,the look you are trying to achieve, and what type of curtains you are planning on hanging. I've done it both ways.

If possible, try to hang your curtain rod higher to make the room look larger. As long as your curtains go all the way to the floor, this will make a big difference. We purchased long curtains so that we can hang the rods close to the ceiling to make the ceilings feel taller than they are.
