The only thing I can think of that will keep a dog from digging out is to extend the fencing into the ground at least 12 to 18 inches... sometimes a "hot wire" running along the base of the fence will discourage digging. We have a neighbor who put big rocks (12 plus inches... on either side of the fence... but a determined dog will dig out... is your dog neutered?? that helps with roaming... or just don't leave the dog outside if you are not home.

you need to burry the fence about 2 feet deep in the soil.
We have corrugated metal strips buried along the fence perimeter. So far nothing tries to dig in or out.
If they want out, they will find a way, even trying to climb the fence.
Snake fencing. And make sure the fence is high enough that it can't climb or jump over. One of mine is a jumper - scales 7' fences like nothing and she is 10.
I’ve seen some solutions through the years that were just filling in the holes with cement, gravel, or rocks, but the dogs just dig around the filler. I think planting cacti along the fence line would be fast and effective. Most dogs won’t get near the cacti. And they are safer in your hoard. ☺️
