You might want to get an arborist to look at them to see if they are salvageable.
Chances are they are fine. Mine look dead too - Mother Nature will leaf them out when they are ready. See if these links help you out!

To check they are alive scrape a branch with a blunt knife if green underneath its alive have not seen crepe myrtle however usually March is pruning time be sure to get rid of old or dead bits this should work for you
Since you're in Nevada, it's hard to tell, but I would prune them sometime between now and April 1. DO NOT top them off and make a flat-top thing out of them. Prune to shape naturally and you'll be fine. Now is also the time to spray them with a dormant horticultural oil spray if you get scale on them during the warmer months.
I never prune my crepe myrtles and make that flat top look! Between now and early April, trim out branches to keep that natural beautiful look. We’ve had ours years and years. I keep three strong branches and pretend I’d like to sit a basketball between them. Then trim out unruly branches at top. When blooming watch where limbs seem to be heavy laden with blooms. Trim those back so they don’t break.
