It really depends on where you live. Is there an HOA, or city rules? Sorry, you're looking at doing a little research.
You need to check with your city zoning laws. I am sure they can help you. In some areas where we have built there were no laws, in other areas you could not build wood steps to your door without a permit. It really depends on the location.
