Years ago we covered wood paneling with wallpaper, now the wallpaper is drying up and we do not know if we can remove it or paint over it.
Try warming it up with a blow dryer and scrape it up with a plastic scraper, rewarm as necessary.

Didn’t you know you were supposed to add a new layer every year? Ha ha! That’s what one of my aunts did. When my uncle was cleaning up the house to sell after she died, he said he peeled layer after layer away, until he got to the yellow and green flowers of the ‘60s.
But actually, you just peel it up, using an Exacto craft knife if slivers of the paper tear away. Then use a degreaser to clean the drawer or cabinet the paper was in. In really sticky areas, use GooGone and a cloth. Best wishes ☺️
You can soften the glue with a hair dryer on low.
Suggest when replacing shelf paper, only peel corners of backing and leave paper on the rest. I tried this when we remodeled our kitchen and it works great even in pot drawers where there is a lot of heavy traffic.
You need a hair dryer, if it's contact paper. Heat it and start pulling up at one corner, till it comes off. Point the dryer on the paper, it should bubble.
