Can I paint my popcorn ceiling?

Prime, and paint. It will be time consuming, but will solve your issue.

Paint it.
A lot stairs and time consuming. Lightly sand to remove any gloss and roughen for paint. Prime with a good stain blocking primer like Kilz. Then paint your color.
Sand, prime and paint.
I painted my stairs and spindles. I sealed it first with Kilz and then used floor paint on the treads. I used chalk paint on the spindles and risers.
You shouldn't have to, unless there are rough spots. I can't tell if it is stained, or painted now. If stained sometimes you have to lightly sand after the primer, because it raises the grain of the wood.
