You could put an outside rug over it if you wanted to camouflage it, and set a table and chairs and maybe some plants. To repaint it, check this out:

If it's flaking off, adding more paint would not be a good idea. Since you know that the painting was improperly done you can pressure wash, or have it done, and avoid whatever you know was done improperly last time when you paint it again. That, or you could put down outdoor carpeting.
Power wash or sand blast it off and start over. Love the stencil idea!
