Would need to be replaced. They usually rot from inside out. Any patch or repair would only be on the surface.
You can fix it if you cut it well above the rotten section and dig out the bottom section. I did this with a porch support in between my cement porch and the roof. I formed my own cement pad, but you can put in a pre-cast concrete pad. Be sure to brace the porch when doing this. If it is water damage this should correct the problem if you get well above the rotted section. If it's termites...well that is a whole new problem that will take a professional.
