What can I do with these front steps to make them better without taking them out? I have a small budget of $259.

Make your own Grid and colour it in with concrete dye. Or Make a random Doodle or a beautiful pattern...Or just colour the lot one colour and place large pots of Plants and flowers on it and maybe a table and chairs and or a bench????
There is a way to use a concrete stain to get the stamped look. Check with local supplier
I too was going to suggest potted plants and flowers. A bench or other type of seat, painted a bright color and with cushions in a durable outdoor fabric (Sunbrella?) would help too.

I to have a concrete porch. I found a anti-skid paint at Loweās that I love. I had it tinted to the color I wanted. It is long lasting a easy to walk on. There are probablay others on the market but this is the one I like
paint a primer color the tape you design of and paint a different color
Paint a big area rug on the concrete. That will add color and break up the gray concrete look.

If I were you I'd find an outdoor carpet and do what other suggested with flowers and furniture. I tried the paints and they peal off and get scratched up and look horrible. I'm glad we only did it on our back porch and steps. We primed it and followed the directions, but it didn't even hold up for one year.
