If in a pot, tomatoes need a huge pot and support, so the shading underneath may cause a problem with most plants not getting enough sunlight. Perhaps a low growing spreading herb would work with them. I have used window boxes for herbs, three if they grow upright, two if they spread out low, but you may be able to put three if you don't mind them getting mixed up together. I have planted six leaf lettuce in a huge pot with a pepper plant in the middle. If you do mint, you may want to put it in a pot by itself, it is very invasive and may not let other herbs grow in the same pot. Most seed packets say how many plants you can put in what sized pots, you can go from there as to what and how many you can put in one pot.
You're welcome!
