Is it cast iron?
I would get one of those brass wire brushes, and scrape off the crud first. Then I would run some hot water over it, and use a brush to scrub it. Once clean, oil it with some lard, and put it in the oven for at least an hour on 200 degrees to reseason the pan. You can find the brass wire brushes at True Value. http://www.truevalue.com/catalog/search.cmd?form_state=searchForm&hardwarianState=4&keyword=brass+wire+brush
Then use a dish brush from the dollar tree for the wet clean.
When using the pan, oil it first before putting in your corn meal.
