You could try using a cardboard box. Make a circle the size you want the bottom, make a long strip to wrap around the circle the height you want it. Glue the strip to the bottom. Make the top slightly bigger than the bottom and wrap a strip around it and glue to make the top. You can cover it with contact paper, same to inside, or you could use fabric.
Do you have a box large enough to hold the hats with a lid? Then paper it with gift paper or contact paper to make it decorative.
