You could buy a new ballast, but honestly, bite the bullet and get an LED to replace it with, they use less power!
I would just buy a new one. They aren't that expensive. To buy the balister would probably be the same.
The buzzing was your BALLAST. you can buy a new ballast at an electrical supply store a lot cheaper than new fixture. Good luck.

Yep, they still sell the little starters, surprisingly. But replacing it with a new LED light would save you on energy costs and last much longer.
Ballasts cost as much as a new fixture, and here is your chance to go energy efficient! Get a new one.
