Hello Denise48t ;) You don't indicate where on the wall the paper is peeling (for instance, at the seam in a corner, or at a seam on the flat of the wall). Right off the top I can see my mom in my head from my childhood using Elmer's Glue to glue her wallpaper back up when it was peeling off AND telling me how HER mom pasted (and repaired) wallpaper on the walls AND the ceiling of their home with a paste made of flourand water (it works almost better than Elmer's glue actually). Here is a link, with pictures as well as written instructions, how to fix many different problems with wallpaper, from peeling to bubbling. I know you will find what you are looking for, and more, in this link. Thank you so much for asking HOMETALK for direction in this matter. Good Luck Denise :)

Blast from the real past, KattywhampusLOL. I always love your answers. I started off with flour and water and paperdolls made from the Sears Roebuck Catalog. ☺️
You can get a small tube of wallpaper adhesive at any big box store. It can be squeezed under the peeling section of wallpaper. Flatten the area out with a plastic wallpaper smoother or a damp sponge. Wipe off any adhesive that squishes out from under the paper otherwise it will leave marks on the paper, ceiling or baseboards. Roll along the seam with a roller to seal the seams.
Wallpaper adhesive is water soluable and is going to be strippable if you ever want to remove the wallpaper in the future.
Products like “Elmer’s Glue” will have to be sanded off.
