Cut them way down. I also have to do this to one of my bushes. I was told they need stress to thrive.
Check your soils acidity
There could be several reasons. Check the soil acidity/alkalinity and drainage. Make sure it has been pruned, but not too heavily. Confirm it isn't being attacked by pests.
Make sure they get 6+ hours of sun each day. Add used coffee grounds to the soil around the roots for a week or so. Spray with miracle grow for acidic plants and make sure they get enough water.
You could be pruning them at the wrong time. Hydrangeas bloom in the latter part of the season,. This article by a hydrangea grower says that any pruning should be done by July 1. If later, the blooming buds will be cut off. Lots of info here: http://beautifulhydrangeas.com/care.html. A lot of places don't prune their hydrangeas at all.
You may have pruned your hydrangea too heavily. Blooms grow on old wood and if you over prune they need a season to recover. Your soil could be the problem. Hydrangeas need phosphorus to bloom....if you use a fertilizer specifically for hydrangeas...Miracle grow has a good one.
Gift Hydrangeas will not re bloom on new wood at all.
