I would get some chipboard to lay on top of the wire shelves. You can punch holes in the chipboard and attach it to the wire with zip ties.
I go to the big box stores and get vinyl tiles to put on my shelves. You could also use stiff placemats. if you want to get really ambitious you could cut thin plywood to fit.
I would probably buy some poster board and cut it to fit the shelves.

You could lay a piece of cardboard or that thin styrofoam they pack stuff with over the shelf.
You can buy poster board at the Dollar Tree and cut to fit. Depending on width of shelf you could probable get lengths out of one poster board or even less expensive, cut up a large cardboard box and customize it to fit your wire shelves.
Lay a cardboard poster board you can pick up at most $$ stores. You can then cut to size.
Try putting clear plastic tubing over the shelving. Slit one side and slide on.
Cut cardboard to fit from old big boxes. Cover with decorative paper.
Depending of the shelving, put rigid piece of plastic over it: i.e. Plexiglass.
If you want to go fancier, put down a picture (wall hanging, poster) covered with clear plastic or glass, just measure and find an acceptable low framed picture.
You could use scented drawer liners, put them on the wire rack before placing clothes on it.
