If you have a long-handled steamer I would think that might be the most efficient, used with a very wide blade tool that you’d use to remove or flatten wallpaper. If you need to just finespray, I’d be tempted to add a small amount of dish detergent to soften the warm water.

How to Remove Popcorn Ceilings in 30 Minutes
To clean a popcorn ceiling, just put furniture attachment on your vacuum and let it do the work. Dust and cob webs will come right off. If the ceiling is real bad, you may have to use a scrub brush and a bucket of solution made by combining a gallon of water, a cup of white vinegar and a squirt of Dawn dish soap.

SPRAY THE CEILING WITH WATER IN SECTIONS THEN TAKE A TROWEL OR WIDE PUTTY KNIFE AND SCRAPE IT OFF
Spray with a LOT of water and scrape with it off with a flat edge trowel
