Columbine, Asters, echinacea are a few perennials. Almost any annual will grow in sandy soil if you fertilize often and keep them moist enough. Your shorter growing season and cold winters are your limiting factor
I'm from northern MN and have the same kind of sandy soil. I find Iris, Lillies (of almost any variety) and milk weed fair the best and come back every year. I purchased a packet of perennial wild flower seeds (for our zone) from Amazon and was delighted when they did really well in my garden last year, crossing my fingers they come back again!
Bluebells and black eyed susans are good ones!
Visit your local nursery and see what they are selling since they will only stock items that will grow in your area. Then take a tour of your neighborhood and take photos of gardens/landscapes you admire and use them for inspiration.
You can buy regular dirt and mix it in with the sand.
Day lilies will grow anywhere and come back every year..
