Thats because your mortar is failing and you haven't kept up pointing the brickwork, and when moisture gets in and it freezes it destroys the brick. It could ultimately cause the whole wall to fail. I would get a mason out there to repair the wall and then work out a maintenance plan.
You could face them up with concrete mix, or dig them out and replace.
