It is probably because the bulbs are too small.or to crowded. When they die back, dig them up and pot them up in good compost to try to grow them on.

It could be that they are too crowded and don't have enough access to nutrients to bloom. Too much nitrogen fertilizer will prevent them from flowering- instead it will create lush foliage without any bloom.
A couple of things may be contributing to this--- if the green leaves/stems were cut back too early the year before (and the regrowing energy didn't happen), they are overcrowded, or they either lifted in the dirt or weren't planted deep enough (the bulb should be dug 3 times the height of the bulb).
