Wet it down, wait 5-10 minutes, then scrape off. Water will loosen the plaster and will scrape off easily without all the dust that sanding creates.

Easier to cover it than remove it. You can use all sorts of products to cover it including beadboard sheets, luaun, or even plain sheets of hardboard from a building supply place, individual planks, any of the Fasade product line (plastic, but looks amazing, cuts with a utility knife, and attaches with construction adhesive or super sticky double sided tape they sell with the panels). depending on the ceiling height, you could even cover it with a thin drywall and tape and mud it.
If you choose to remove it instead, make sure you wear a mask and goggles. Plaster dust is NOT a happy thing in one's eyes or lungs.
