Have you tried a Turbo Hurricane scrubber? My husband got one for various cleaning jobs like tires, outside the house, etc and it works wonders! We got ours online, but you can buy them in Walmart and probably other retailers too. They take all the "hard" out of hard work! We use our non toxic cleanser and it works just fine.
First, sweep followed by a vacuum - I put a panty hose leg on the end so I can wipe as I vacuum. Then use a damp mop as often as necessary. Let dry. Repeat as needed.

Is the white part brick or painted wood? If it's brick, use a dry brush to knock off what you can. Then try a mix of 50% each of vinegar & water. Spray it on, let it sit then spray again. This and a few other ideas can be found on the website below. Wishing you the best.

Lots of newspapers on the floor and a bottle or two of Awesome from your local Dollar store. I mainly soak it and let it drip onto the newspapers. Do a last squirt or two and wipe clean with paper towels. Give a serious rinse with wet rags
