This is strictly my opinion - shoes belong in each person's closet. Or in a mudroom when one comes in from rain or snow to dry. I know that sounds strict, and with a large household it can make your place look unnecessarily cluttered. When I come in I take my shoes off and put away and put on slippers, socks, flip flops, etc. If they are not on your feet - they belong in your closet or wherever your designated shoe space is. Now getting everyone on the same page will not be easy at first but it can be done.
I agree with Naomie. If you want a safer home, each family member needs a place to put their own shoes. With 6 in a family, it's no something that can be left to someone else to do - that is unless you want to assign "pick- up shoes day" to each person, one day a week.

You can get an old dresser and take the drawers out and have each person put their shoes in their shelf. .... lots of times you can find dressers that are missing drawers cheap or free at Goodwill or Habitat stores.
If you have a problem with the kids not picking up their shoes, have a bin in your room, if you have to pick up a pair of shoes, they go in the bin for a week. If it is their favorite pair, they just can't use them and they may learn a little quicker when the offending shoes go into the time out box they are gone. If that still doesn't work, tell them they will get thrown out and not replaced (just sneak them into your room for a while, it worked for me with three kids).
Take a 2x4 or 2x6 board. Put 1 1/4" thick dowels in holes youve drilled in the 2x4 or 2x6. Drill these holed every 8 to 10 inches. We have a board hanging by our back door
