Base in a glass with a little water.
Cut the tops off the celery leaving about 1-1/2 - 2” of the bottom intact. Place in a shallow glass with about 1-1/2” water, place in a sunny window sill. As new leaves and roots begin to sprout, it will be ready for transplanting to the garden.
