The best organic soil mix for a vegetable garden should contain 1/3 soil, 1/3 peat and 1/3 compost per square foot of the vegetable patch. If you do not have peat, you can substitute it with bark mulch or coir. Another recipe calls for 1/3 compost, 1/3 organic vermiculite and 1/3 peat.
You need a vegetable and flower mix soil. Here are some links which explain the different soil types.

I start gardens with 1/3 potting soil, 1/3 peat moss and 1/3 manure. Top soil is just basically dug up dirt and has a lot of clay in it and no added nutrients, so avoid that. I mulch my gardens with shredded leaves and cut grass to hold in the moisture and to also put the nutrients into the soil as they break down throughout the season and till it all in to the soil in the spring. You don't need to do more than fertilize if you amend the soil well. Any other amending you do would depend on what you are planting and if some need more acidic soil or something else to stay healthy and productive.
do not use topsoil....https://www.bhg.com/gardening/vegetable/vegetables/planning-your-first-vegetable-garden/
I usually get a load of mix which is 1/2 compost and 1/2 topsoil, has worked great for 4 years, on just that one dump truck load. I put all my egg shells, and coffee grounds in the garden before tilling it, and also have a compost pile at the very end of my yard, not near my garden though.
