You can remove the popcorn ceiling with a water spray bottle and a scraper. Then sand it a sanding block and repaint. It is a lot of work but it can be done.
These are easy but messy. Tarp floors first. Spray with water-cooled wait an hour. It will come off by scraping.

attach a scraper to a wet vac! It won’t catch it all but it gets a lot of it!

If your home was built before the 80’s, have the popcorn checked for asbestos before tackling the job. You can actually purchase a kit online. If your ceiling contains asbestos, it’s best to have a professional asbestos removal service handle the job. Better safe than sorry.
