Tricky but can be done. Is that solid glass or individual panes? If individual panes, take one out and insert flap. Both Lowe's and HD as well as big box pet retailers carry the parts, most on line and order ship to store. If solid glass, I would order the parts then get your glass contractor to make the cut for you.
Might be easier to go thru the wall rather than the glass but I certainly agree a professional should do the work on the glass.
I was going to suggest going through the wall, as well. Its not a great pic, but it looks like a pretty door, possibly vintage? I wouldn't want to alter it in any way that might be permanent.
Maybe sacrifice a glass panel, either remove or take a hammer to it then u may b able to find a cat door kit??! Lol
yeah i would remove the panel as well cannot see how the windows are secured but im sure it could be done
I used a cat door kit to give my cat access through a wood door to the basement. Is there another access point you could use? Or simply remove a lower pane of glass?

I want to take out a pane of glass from the bottom of the inner 15 pane glass door, but need to know how to do this safely. Then I need to know how to fit a flap that will keep a fair bit of the draft coming through the empty space out.
