Yes it can be done, just know your skill set and when to hire out when you get stuck. The first thing to do is check local building codes and city ordinances. If you get the green light to go ahead, here are a couple sites to help you out!

You will most likely need to pull permits and have inspections at certain points due to having to electric wiring, etc. I know that sometimes even windows installed need to be inspected. Make sure you know all the codes and ordinances. I know that where I live, since we have a single car garage, we are allowed only a single car driveway and can't make it or the garage wider.

Framing and building the side wall would not be hard, but hanging the garage door should be left to a professional.
First check your building codes. In my community some car ports were built and were ok as they are open. Closing them in makes them too close to the property line.
