What is the wall made of? If its cinderblock you can use Dry-Lok inside, or you can use a waterproofer on the exterior of the wall. If its really damp you may need to add a French drain to move the water away from the building... https://www.youtube.com/watch?v=FUFcrm2cL1Q&t=169s if exterior I would use Liquid Rubber.
I had this problem about 35 years ago when my home was first purchased. Start out with the cement paint first purchased from Lowes or Home Depot. When you use this paint, it smells badly, do in summer with some direct air coming in. Over the years, I must have 5 coats of this paint on the wall just to freshen up the color a bit. My mother in law recommended that I plant bushes outside of this wall. When the bushes get big enough, the root system on these bushes or plants will will soak up a lot of the water. I had hews there many years ago, but had to remove because the hues got so big. Try this first before you go investing in a fortune with the sub pumps first.
