It might look odd, it's hard to tell. If you are open to suggestions, you could instead 'beef up' the trim going up the wall next to the staircase, here are some ideas on that:

It doesn't need to be 30" high, as long as the pattern matches for continuity. Install whatever height looks aethetically pleasing to the eye.
It can be any height you want as long as it isn't touching. I would run it such that the handrail and wainscot are the same height.
I wish you would have added a picture of what exactly you have in other parts of home.
I am going to do mine at the level of the banister. My banister is only open like yours, so by using the top edge of the banister for my height, the line will continue up. I hope to do this next month and will post pictures then. Good luck with yours.
You can also try just masking tape where you want your wainscoting. Live with it for a week or two to see if that height pleases you. IF it does, then use that height. If not then try another height with tape. Hope this helps. I made a whole small wall out of paper once before I would allow my husband to build it. I lived with it for 2 weeks to make sure it wouldn't block the sunlight to my kitchen!
