Use Shower Curtain............
While it is possible to sew vinyl fabric, for successful results, it does require a teflon sewing machine presser foot, and quality brand sewing machine needles specially designed to pierce (and not tear) vinyl.
You will also need large circumference drapery grommets and a setter to attach the grommets properly into the fabric.
If you priced out all the necessary tools, plus your time for the project, you will likely find that purchasing a ready-made transparent or translucent shower curtain will be more cost effective.
You can purchase the clip on type of curtain hangers. I am not making a curtain but buying clear vinyl to paint Gallery Glass stained glass look alike window in my bathroom. I intend to put it on a small wooden frame like a screen window frame and just install it on the inside of the second floor window that does NOT open.
Flipturn is absolutely right. You can get a waterproof curtain or clear liner for less than $10.
If you’re looking at a particular fabric that you want for decor, you can use your liner as a pattern. Then you can either make large buttonholes at the top or purchase a grommet kit at someplace like Joann Fabrics.
You can buy inexpensive ones that are translucent at Walmart and other department stores.
