Could be rust in old galvanized pipes, and also some water departments have a hard time keeping sand out of their lines.
Could be rusty old pipes.

If you do not pay for water, I would systematically go through the house and let each faucet run for a good 5 minutes or so, just not all at once. See if that clears them.
If not, think about adding a Pur water filter system on the faucets.

Probably rust. Also remove and clean the aerators off the faucets.
Check the hot water heater. You may have sediment / run it.
I bet this is an older apartment. If so, It has iron pipes and the rust is turning your water a rusty color. This happens in my bathtub. My plumber advised me not to drink the water from the iron pipes in the kitchen even though the water always runs clear. I use a water filter. Old iron pipes need replacing.
Probably rusty pipes or sediment in your water heater.
Rusty pipes are your best bet, now if you are not planing on replacing them getting a uv water sterilizer that way you can rest assured you have quality water in your apartment.
