Garlic
Most cities have laws about loose dogs and leash laws, call animal control and have the strays picked up. If they are strays, they could spread things to your own pets through their feces, and they could be dangerous around kids. If they are neighborhood dogs that are just let out to do their business without fences, they deserve to pay to have their dogs freed and will get the idea to leash them or put them on chains to keep them in the yard. Some people don't deserve to have good pets in the way they treat them. Some animal controls will also fine people for not having them on a leash or behind a fence and letting them run free.
Our solution was to put up a fence. Another way, they do not like Moth balls. If you put out a box of them in the area they use it will discourage them. Probably one marks and another comes along to mark again, competition for territory. Also trail cams are inexpensive and if you can prove with the photos off a trail cam, you can show the dog owner and tell him you will press charges or call the pound if you feel that bold about stopping them. They are just too lazy to clean their own yard so they let them run. They could tether them long enough to let them out to do their business. You might suggest that. Hope you get it resolved.
